Does FreeNas know how to do the following things

I'm Alex from France, I Would like ask u some questions concernant FreeNas and the hardware good to run it.

Concerning the hardware, is a 2 cores + 2Go of DDR3 with a fare motherboard ? I would like to have a "cheap" hardware for my NAS ...

Concerning FreeNas, is it able to work with french accents like "été" (summer in french) or like "bébé" (ie baby) ?

Moreover, is it able to do daily incrementale backup form HardDrive 1 to HardDrive 2 both in the computer/NAS ? Finally, is FreeNas...
